Saylor Sees Bitcoin Thriving as Regulators Move Without Congress
Michael Saylor, Executive Chairman of Strategy, believes that Bitcoin's integration into the U.S. financial system can continue without congressional action on the CLARITY Act. The Senate recently failed to advance the legislation, which aimed to set up a system for the SEC and CFTC to regulate digital commodities.
Saylor expects regulators to advance rules under existing law, with the SEC proposing Regulation Crypto Assets in August. This proposal would establish new exemptions and regulatory conditions for certain investment contracts involving crypto assets.
The Treasury Department is also implementing the GENIUS Act, which Saylor cited as supporting stablecoin adoption. The department opened proposed rulemaking for the payment stablecoin law on August 17, seeking public comment on rules governing the issuance, offering, and sale of payment stablecoins in the United States.
