Saylor Sees Path Forward for US Crypto Amid CLARITY Act Stalemate
Michael Saylor, CEO of Strategy Inc., says that even without Congress passing the CLARITY Act, US crypto markets can continue to develop. He believes that the SEC, CFTC, and Treasury have sufficient authority under existing law to establish rules for digital assets.
Saylor pointed out that banks are expected to expand their Bitcoin custody services and offer lending against the cryptocurrency. This, he says, is already happening in the current environment. The GENIUS Act, which focuses on stablecoin regulation, has also continued to advance separately from the CLARITY Act.
The Senate held a cloture vote on the CLARITY Act on September 15, 2026, but it failed to pass with a 49-50 vote. Saylor stated that 'Bitcoin doesn't need CLARITY. America needs clarity.' He also mentioned that banks would expand their services involving Bitcoin custody and lending against the crypto asset.
