SEC Chairman Confirms Dual-Track Regulatory Path for Cryptocurrencies

SEC Chairman Paul Atkins sent a dual-track message to markets during his keynote at the Solana Policy Institute summit. He backed the CLARITY Act cloture vote set for Tuesday while also stating that Project Crypto, the SEC's agency-wide crypto rulemaking program, will proceed regardless of the Senate decision.

Atkins confirmed three concrete rulemaking tracks under Project Crypto: Regulation Crypto Assets, which would allow token founders to raise capital in the U.S. under clearly defined rules; updates to transfer agents, a process that has not been seriously updated in 40 years; and a proposal allowing investment advisers to self-custody crypto where a qualified third-party custodian does not yet exist.

The SEC Chairman emphasized that these tracks will move forward regardless of the Senate's decision on the CLARITY Act. He stated that the legislative and regulatory clocks are now running in parallel, shifting the investor read from a binary Senate pass-or-fail to a dual-track regulatory path.
