The US Securities and Exchange Commission (SEC) Crypto Task Force met with Offchain Labs to discuss Layer 2 blockchain technologies and their treatment under federal securities laws.

The meeting, which took place on August 20, was requested by Offchain Labs in a letter that outlined a proposed agenda covering the differences between Layer 1 and Layer 2 blockchains, L2 architecture, Ethereum scaling, and the role of sequencers in transaction processing.

Offchain Labs developed the Arbitrum stack, a Layer 2 software designed to scale the Ethereum blockchain. The company's representatives provided a document that was reviewed by the SEC during the meeting, which included information on how they partner with traditional financial institutions to support their blockchain adoption and compliance-related tooling.
