The author, Boyd Roberts of Big Picture Group, describes gold as a sovereign balance-sheet anchor, oil as a real-economy flow layer, and XRP as a bridge liquidity asset. The paper outlines a scenario in which the US revalues its 261.5 million troy ounces of gold and acquires a 10-billion-XRP sovereign inventory.
The SEC has clarified that the document does not represent an official decision or endorsement, but rather one individual's submission to the agency. SEC Chair Paul Atkins has stated that the agency will act with or without legislation to provide certainty for investors and entrepreneurs in the digital asset space.
