SEC Proposes Crypto Offering Rules as Congress Stalls on Clarity Act

The US Securities and Exchange Commission (SEC) has proposed new rules for digital asset offerings, which would exempt certain investments from securities laws. The 'Regulation Crypto Assets' proposal, announced on Tuesday, is designed to help raise capital while protecting investors.

The SEC's plan includes a 'startup exemption' that would allow unregistered offers of up to $5 million for four years under the Securities Act of 1933. Additionally, a 'fundraising exemption' for offerings up to $75 million for one year is also included in the proposal.

Hester Peirce, an SEC commissioner, said that this proposal is just one step towards a clear regulatory framework for crypto assets. She emphasized that it's part of a long process towards creating a sensible and enforceable framework.
