SEC Proposes Historic Crypto Regulation Framework Amid CLARITY Act Support
SEC Chair Paul Atkins has hailed his agency's Regulation Crypto Assets proposal as its most historic step yet in establishing the US as the global center of crypto innovation.
The proposal, released on August 18, introduces a specific securities offering structure for select investment contracts with crypto assets and proposes two registration exemptions: $5 million in offerings over four years and $75 million within a 12-month period.
Atkins also expressed support for the CLARITY Act, which aims to give digital asset regulations more clarity and define clearer regulatory boundaries between federal financial regulators.
The SEC's plan is based on its March interpretation of how federal securities laws apply to various kinds of crypto assets and goods and services, including digital commodities, collectibles, tools, stablecoins, and securities.
