SEC Set to Propose Pivotal Crypto Rules with Token Safe Harbor Proposal

The US Securities and Exchange Commission (SEC) is set to hold a public meeting on Friday to consider proposing new rules for certain crypto investment contracts.

According to TD Cowen, the potential rulemaking could be 'pivotal' for the industry and may include a token safe harbor proposal that would allow early-stage sales without tokens being classified as securities.

SEC Chair Paul Atkins previewed a similar proposal in March 2026, saying it aimed to provide a clear path for issuers whose crypto assets are not securities but are offered through investment contracts.
