Senate Blocks Digital Asset Market Clarity Act in Crucial Vote

The US Senate has voted down the Digital Asset Market Clarity Act, a bill that aimed to establish a federal framework for regulating digital assets. The measure would have split oversight between the Commodity Futures Trading Commission and the Securities and Exchange Commission based on a decentralization test. However, the vote fell short of the 60 votes needed, with 49 senators voting in favor and 50 against.

The bill's failure was due to a standoff over ethics provisions, with Democrats pushing for stronger limits tied to President Donald Trump's personal digital-asset holdings and Republicans rejecting a counter-proposal. The impasse left the bill without bipartisan support, echoing state-level resistance from New York Attorney General Letitia James, who led 17 states in opposing the bill over concerns it would preempt state fraud enforcement.

The outcome has sent shockwaves through the industry, with Bitcoin and crypto-linked equities slipping after the tally. The CFTC had already signaled that an agency-led rulemaking path could now accelerate in the bill's absence, leaving firms to navigate a patchwork of enforcement actions, state rules, and court-driven precedent.
