The failure of the Clarity Act sent shockwaves through the market, with Coinbase Global Inc. closing 10% lower and stablecoin issuer Circle Internet Group Inc. declining more than 11%. Bitcoin, the largest cryptocurrency, dropped as much as 5.3% to below $75,000.
