Senate Fails to Pass Clarity Act, Crypto Stocks Take Hit

Instruments

The Senate failed to pass the Clarity Act, which aimed to establish clearer market-structure rules for crypto companies. This has left platforms like Coinbase and Robinhood facing a longer stretch of legal and compliance uncertainty.

Bitcoin dropped 3% as a result, while Coinbase shares slid 8%, and Circle's fell by 10%. The Clarity Act had proposed dividing oversight between the Securities and Exchange Commission and the Commodity Futures Trading Commission, setting registration requirements, and strengthening anti-money-laundering protections.

Ryanair, Robinhood's stock, is extremely volatile and has seen 53 moves greater than 5% over the last year. The market considers this news meaningful but not something that would fundamentally change its perception of the business.
