Senate Rejects CLARITY Act, But Bill's Future Remains Uncertain
The US Senate failed to advance the CLARITY Act on September 15, 2026. The bill had President Donald Trump's backing and aimed to create a regulatory framework for digital assets.
Despite Republican Senators Jerry Moran, Susan Collins, Josh Hawley, and Thom Tillis joining Democrats in voting no, the measure is not dead yet. Congress will leave Washington before the November midterm elections, putting the bill on hold rather than ending it.
The cloture motion fell short of the 60 votes needed to proceed, with a 50-49 vote in favor according to Reuters and a 49-50 margin recorded by Congress.gov.
Tillis switched his vote from yes to no, allowing him to seek reconsideration later. He filed a motion to reconsider on September 15, which means the failed vote was not final.
