Senate Sets September 15 Procedural Vote for Clarity Act Despite Low Passage Chances

According to Coinbase's Chief Product Officer, this is a major breakthrough for the bill. The vote was confirmed after U.S. Senate Majority Leader John Thune filed a cloture motion prior to the August recess.
However, not everyone is optimistic about the bill's chances of passing. Crypto asset management firm Grayscale considers the probability of the bill passing this year to be low due to the congressional schedule and election-year political factors. Zach Pandl, Head of Research at Grayscale, stated that 'Influenced by the Senate schedule and election-year political factors, the likelihood of the CLARITY Act passing this year is now relatively low.'
Some argue that even if the bill passes, it may not have a significant impact on Bitcoin's price. MicroStrategy founder Michael Saylor has said that 'Bitcoin does not need the Clarity Act; America does.' This view holds that the U.S. is acting in its own self-interest by seeking to dominate the cryptocurrency market through legislation.
