September 15 Deadline Looms for CLARITY Act, Key for XRP, XLM, and HBAR
A key date for the U.S. digital asset market has been highlighted by crypto commentator X Finance Bull, who believes September 15, 2026, will be crucial in determining the fate of several assets, including XRP, XLM, and HBAR. The date marks when the Senate cloture motion on H.R. 3633, the Digital Asset Market Clarity Act, will ripen.
The legislation aims to provide clarity on the classification of digital assets and has already made considerable progress since its introduction in July 2025 by a vote of 294-134 in the House. The Senate Banking Committee advanced its version in May 2026 with a vote of 15-9, and the reviewed Senate text was later released in July.
X Finance Bull noted that significant work has gone into CLARITY, and the gap between Democrats and Republicans has narrowed. However, the November midterm elections could make it more difficult to pass major legislation if Congress does not act before then.
The commentator emphasized XRP, XLM, and HBAR because the SEC and CFTC identified all three as examples of digital commodities in March 2026. This changes the regulatory question surrounding these assets, shifting focus toward establishing rules for the broader financial infrastructure surrounding digital commodities.
