South Africa Proposes Tough New Rules for Offshore Crypto Transfers
South Africa is proposing new regulations that would require all offshore cryptocurrency transfers to be processed through licensed platforms and reported directly to the country's central bank. The move aims to increase transparency in cross-border crypto transactions and reinforce existing financial monitoring measures.
The proposed framework would require individuals and businesses transferring digital assets outside South Africa to use only licensed Crypto Asset Service Providers (CASPs). These regulated entities would be responsible for reporting qualifying transactions to the South African Reserve Bank (SARB), providing regulators with greater visibility into international cryptocurrency movements.
South Africa's proposal reflects the country's effort to balance innovation in the digital asset sector with stronger consumer protection, financial stability, and anti-money laundering safeguards.
