Stablecoin Rails Gain Traction as Genie is Unleashed on FinTech
The stablecoin market is growing rapidly, reaching a value of around $320 billion in recent months, according to the Federal Reserve. The GENIUS Act, enacted in July 2025, has created a federal regime for payment stablecoins regarding reserves, redemption, and regulation.
This presents an opportunity for FinTech companies to develop compliant stablecoin rails into their products. However, creating such infrastructure requires more than just linking a wallet to the blockchain network. It involves integrating regulatory requirements, reserve management, custody services, KYC/AML procedures, and transaction monitoring.
FinTech platforms must also determine who controls private keys and how transactions are authorized, using custodial wallets, non-custodial wallets, or third-party custody providers. Additionally, they need to establish a secure wallet and custody infrastructure, including role-based permissions, spending limits, address allowlisting, and multi-party approvals.
The GENIUS Act framework treats permitted payment stablecoin issuers as financial institutions for Bank Secrecy Act purposes, with regulators implementing customer-identification requirements. FinTech platforms must also maintain a clear record of transactions, including customer verification events, screening results, risk decisions, approvals, blockchain transaction hashes, and reconciliation records.
