Stablecoin Regulatory Deadlines Loom Over Market
The CLARITY Act's failure has significantly narrowed the legislative path for crypto oversight in the United States. The Treasury Department and the Office of the Comptroller of the Currency (OCC) are now the primary regulatory authorities guiding the stablecoin market.
Three key deadlines will shape the competition among stablecoin issuers: the Treasury's NPRM comment period closing on October 17, the OCC's November rule, and the GENIUS Act's effective date in January 2027.
The Treasury's Notice of Proposed Rulemaking defines an issuer based on redemption-at-par obligations, creating a high barrier to entry that favors incumbents with existing regulatory relationships. The comment period closing in four weeks will determine the fate of new issuers.
The OCC has committed to finalizing its implementing rule by November, which will set the operational standard for federal qualification. Currently, 13 Payment Stablecoin Issuer (PSI) charter applications are on the OCC tracker.
