Strategic Bitcoin Reserve Bill Clears House Committee Hurdle
A bill that establishes a Strategic Bitcoin Reserve is set to be considered by the House Financial Services Committee, marking a significant step forward for the government's plan to hold and manage Bitcoin as a reserve asset.
The H.R. 8957 bill aims to monetize the approximately $30 billion worth of Bitcoin currently held in the government's possession, primarily through criminal and civil asset forfeiture. According to Tim Kotzman, a Bitcoin analyst who has been tracking the development of this concept, the core provisions of the bill include funding the reserve entirely with the existing BTC holdings.
The Strategic Bitcoin Reserve was first conceived during the 2024 presidential campaign and gained momentum after President Trump signed an executive order in March 2025 to establish the reserve. The government now holds approximately 328,372 BTC, worth over $30 billion. This move is seen as a significant shift from the earlier idea of purchasing 1 million BTC over five years, proposed by Senator Cynthia Lummis (R-Wyo.) through the BITCOIN Act.
