Test in Prod Uses Influence to Secure Strategic Ecosystem Fund Proposal
The Optimism Collective's governance system has been criticized for concentration of power among a small set of active delegates. This is evident in the recent vote where Test in Prod, which holds 8.486 million OP voting power, used its influence to secure a proposal that transferred 546.9 million OP tokens from the unused user airdrop allocation to a new Strategic Ecosystem Fund.
The transfer gives the Optimism Foundation more flexibility to respond to enterprise opportunities and liquidity requirements without constant public governance approval. This reallocation moves funds originally intended for broad user distributions toward Foundation-managed growth programs, such as enterprise partnerships and liquidity initiatives.
This decision follows a period of significant revenue volatility for the Superchain, with a 96.5% drop in gas fee revenue after Base announced it would rotate off the OP Stack in February 2026.
