President Donald Trump has proposed a $5,000 'Trump dividend' for every American adult, which could potentially send Bitcoin surging like it did in 2025 when he floated a similar idea. The proposal would cost roughly $1.2 trillion and recipients must spend the money inside the United States.

The plan depends on Republicans retaining control of Congress in November, pushing any potential payment more than a year into the future.

Legal experts told the New York Times that Trump would almost certainly need Congressional approval to implement this plan, pointing to the Constitution's requirement that Congress holds sole spending authority.
