US President Donald Trump has made it clear that his summit with Chinese President Xi Jinping will not yield any meaningful framework for regulating artificial intelligence (AI). In a Truth Social post, Trump referred to advanced AI as 'super intelligence' and stated that he is comfortable leaving the matter unregulated, relying on the Department of Justice to serve as a guardrail against potential issues.
This stance aligns with China's preference for developing AI first and regulating it later. The Washington summit, held September 23-24, marked a follow-up to a meeting in Beijing back in May where Trump and Xi discussed a framework for AI 'standard guardrails' and the export of Nvidia H200 chips.
Trump's pre-summit comments confirmed what many suspected: regulatory conversation was dead on arrival. He views aggressive AI regulation as a competitive handicap, and his argument suggests that enforcement would come after problems emerge rather than through preventive rulemaking.
