US President Donald Trump has unveiled a voluntary AI safety agreement with six major tech giants. The Joint Commitment on Frontier Responsibilities, also known as the White House Accord on Super Intelligence, is a one-page document that outlines a four-tiered framework for overseeing the development and deployment of frontier AI models. The agreement includes commitments to internal monitoring, empowered oversight teams, independent auditors, and board-level committees.
The six signatories to the agreement are Anthropic, Google, Meta, Nvidia, OpenAI, and xAI, a subsidiary of SpaceX. The accord is non-binding, with no legal obligations or enforcement mechanisms. Trump described the commitments as 'morally binding', emphasizing the importance of self-policing in the industry.
The voluntary approach is not new, building on earlier efforts under President Joe Biden's administration. The 2026 version introduces formal structures like board-level committees and auditors with whistleblower-style protections. The signatories have avoided binding federal rules, keeping control over how safety is measured.
