Trump Urges Congress to Pass CLARITY Act Amid Digital Asset Regulatory Uncertainty
President Donald Trump held a press conference at the White House to push for the passage of the CLARITY Act, a market structure legislation backed by digital asset industry leaders. The bill, which aims to provide regulatory stability and competitiveness against foreign powers like China, was approved by the House of Representatives in July 2025 but remains stalled in the Senate.
Trump was joined by executives from Coinbase and Gemini, including CEO Brian Armstrong and co-founders Cameron and Tyler Winklevoss. According to Armstrong, the bill could secure more than 60 votes during the procedural vote scheduled for September 15.
The CLARITY Act has been a subject of controversy due to disagreements over the regulation of tokenized stocks, stablecoin yields, and potential corporate conflicts of interest. Democratic Senator Ruben Gallego questioned the administration's stance on the bill's ethics provisions, stating that defining regulatory boundaries belongs exclusively to Congress.
Financial supervisory agencies have begun structuring independent guidelines, with the Commodity Futures Trading Commission convening its Innovation Advisory Committee to evaluate provisional measures while Congress remains in legislative recess. The Senate is set to resume sessions on September 15 and put the motion to conclude debate to a vote.
