Trump's Pro-Bitcoin Policy Leaves Reserves Idle
In March 2025, President Donald Trump signed an executive order to create the Strategic Bitcoin Reserve in the U.S., instructing the federal government to treat Bitcoin as a strategic reserve asset. However, this order did not commit taxpayer money to purchasing BTC; instead, it primarily consisted of consolidating and transferring existing government-held Bitcoin, mainly from seizures and forfeitures.
As of now, the U.S. government reportedly holds around 328,000 BTC, while governments globally hold about 435,000 BTC. The order did leave room for the government to acquire additional Bitcoin but with a condition: exploring ways to increase the reserve without appropriating taxpayer funds.
The administration's failure to act on purchasing more Bitcoin has sparked questions about whether Trump's pro-Bitcoin policy move was genuine or just a promise. Critics argue that there is a gap between expectations and what the executive order actually promised, as no taxpayer money was committed to buying BTC.
