UK Lawmakers Push for 'Kill Switch' Powers Over Advanced AI Systems

A group of UK lawmakers is pushing for emergency powers to shut down advanced AI systems and data centers in case they pose a national security threat. Lord Tim Clement-Jones, a Liberal Democrat peer, is leading the effort to amend the Cyber Security and Resilience Bill with provisions that would grant government officials the ability to deactivate AI systems and shut down data centers if deemed necessary.

The proposed amendments aim to create a legal framework for government intervention when AI systems cross from 'useful tool' into 'existential concern' territory. This includes individual AI models as well as physical infrastructure powering them, allowing authorities to order entire data centers offline if the situation warrants it.

The UK would become the first G7 country to codify restrictions specifically targeting superintelligent AI systems if the proposals are enacted. Over 125 lawmakers have signaled support for classifying superintelligent AI as a national security threat, and the National Cyber Security Centre has issued guidance urging organizations to maintain 'kill-switch' capabilities for agentic AI systems.

The government has expressed polite reluctance towards the proposals, preferring a voluntary approach to safeguarding against AI threats. However, Lord Clement-Jones and his allies argue that if an AI system poses a genuine national security risk, the government needs legal authority to act immediately, not rely on voluntary compliance.
