Ukraine Aims to Become Europe's Sandbox for Digital Services
Ukraine is aiming to become the go-to testing ground for European digital services, using its AI and blockchain sandbox as a model. The country's Ministry of Digital Transformation has been working on this project since June 2025, and it has already received over 80 applications in its first year.
The program, which provides free legal, technology, and business reviews for AI and blockchain products, assesses the human-rights impact of AI systems using the Council of Europe's HUDERIA methodology. It covers a wide range of sectors, including government technology, health care, biotechnology, agriculture, defense, education, energy, culture, and the digital economy.
The Ukrainian minister of digital transformation, Oksana Ferchuk, said Ukraine wants to be a 'sandbox for Europe,' where successful experiments or mistakes can be observed. The country is working to align its AI regulation with the EU's AI Act and improve interoperability between Ukrainian and European digital systems.
