Ukraine's AI Sandbox Offers EU Companies Regulatory Safety Net
Ukraine is proposing its AI and Blockchain Sandbox as a testing ground for European digital policy. Launched in mid-2025, the sandbox has already received over 100 applications and hosts around 25 companies in active testing phases.
The sandbox provides legal, technical, and business support to startups under non-disclosure agreements (NDA) with a focus on compliance with EU regulations like the AI Act and GDPR. Its scope is deliberately broad, spanning various sectors such as GovTech, DefenseTech, MedTech, AgroTech, EdTech, energy, and science.
Minister of Digital Transformation Oksana Ferchuk pitched the concept as a way for the EU to test AI governance frameworks using real-world data before codifying them into law. The sandbox uses the Council of Europe's HUDERIA framework for conducting human-rights impact assessments on AI and blockchain products.
The initiative is notable, given that Ukraine built its digital infrastructure during wartime when budgets were unstable and priorities negotiable. The Diia super-app became a lifeline for citizens, consolidating government services into a single mobile platform.
