US Congressional Hearing Exposes Foreign Influence Operations
A recent House Foreign Affairs Committee hearing shed light on foreign influence operations in the US. The 'Trojan Horses' hearing examined covert propaganda and influence operations conducted by foreign nations within American borders.
Witnesses testified that authoritarian states use layered networks of front organizations, social media manipulation, and diaspora community targeting to conduct influence operations. They also cited examples of China's digital yuan being designed with full transaction surveillance built in and Iranian use of cryptocurrency exchanges to fund influence operations.
The hearing coincided with a broader policy contradiction. While the administration has cracked down on foreign funding flows to universities and authorized new interagency task forces, it has simultaneously dismantled key infrastructure for detecting and countering foreign interference. The FBI's Foreign Influence Task Force was dissolved in February 2025, and the State Department's counter-disinformation office was shut down.
Witnesses recommended strengthening FARA enforcement, expanding the definition of 'foreign principal' to cover Chinese Communist Party-linked entities, and shutting down or regulating Confucius Institutes. They also suggested establishing a dedicated interagency counter-influence task force, requiring social media platforms to disclose state-linked advertising, and investing in open-source intelligence capabilities.
