US House Advances Strategic Bitcoin Reserve Bill
The US House Financial Services Committee has taken a significant step towards establishing a Strategic Bitcoin Reserve. On September 16, the committee voted 28-21 to advance the American Reserve Modernization Act of 2026 (H.R. 8957), which would place federally held Bitcoin under the management of the US Treasury and create a separate Digital Asset Stockpile for other digital assets.
The bill aims to set out rules for the custody, management, and transparency of assets held under these federal programs. This move follows President Donald Trump's March 2025 executive order establishing a Strategic Bitcoin Reserve and a US Digital Asset Stockpile.
The legislation still needs to pass the full House and Senate before it can become law. The committee's approval is an important development in the pursuit of digital asset policy, particularly after the CLARITY Act failed to advance in the Senate with a 49-50 procedural vote.
