US Lawmakers Advance Plan for 20-Year Bitcoin Reserve

Lawmakers in the U.S. House Committee on Financial Services have taken a significant step towards codifying the Strategic Bitcoin Reserve into law.

The American Reserve Modernization Act (ARMA) of 2026, which passed with a 28-21 vote along party lines, would require the government to hold all its current Bitcoin holdings for at least two decades and investigate budget-neutral ways to expand the reserve.

This move is seen as more significant than President Donald Trump's executive order in his first year in office, which created a Strategic Bitcoin Reserve and Digital Asset Stockpile but had limited power over federal funding.

The bill would also mandate that all federal agencies disclose their digital assets and create accounting practices, such as 'proof of reserve' reports.
