US Seeks Digital Finance Supremacy through Stablecoin Dominance
Circle CEO Jeremy Allaire recently testified before the House Financial Services Committee to promote stablecoins as a tool for US dominance in digital finance. Allaire emphasized that the US has a narrow window to cement the dollar's role in global payments, with stablecoins being the key.
The testimony comes at a time when Circle is enjoying a string of regulatory wins and Allaire predicts the stablecoin market could swell from hundreds of billions to trillions in total capitalization. The company's USDC stablecoin currently sits at around $70-75 billion in market value, indicating that this prediction may be more than just an estimate.
The backdrop for Circle's push is the GENIUS Act, which was signed into law on July 18, 2025. This act established a federal licensing framework specifically for payment stablecoins, setting standards around reserves, transparency, and issuer accountability. The full enforcement of these regulations kicks in January 2027.
Circle claims that USDC already meets or exceeds every standard required by the GENIUS Act. The company has also seen significant traction in non-speculative channels such as cross-border payments, corporate treasury management, payroll settlement, and merchant commerce.
