USDKG Sanctions Highlight Limits of State Backing for Stablecoins
Changpeng Zhao's visit to Kyrgyzstan's crypto council last month highlighted the limitations of state backing in ensuring stablecoin access. President Sadyr Japarov had set a three-month deadline for new regulations, but USDKG, a gold-backed dollar-pegged project, remains restricted due to UK sanctions.
USDKG's issuer is 100% owned by OJSC Virtual Asset Issuer, a state-owned entity under the Finance Ministry. However, the UK designated the issuer under reference RUS3618 in May, citing reasonable grounds to suspect it obtained benefits from or supported Russia's government through significant business.
The designation does not imply a worldwide shutdown of USDKG transfers but rather demonstrates why domestic authorization cannot guarantee access abroad. For retail holders, redemption is available only on supported exchanges, and direct minting and redemption are reserved for institutional clients subject to identity checks and issuer-defined procedures.
