Vietnam Aims for Top Spot in Data Governance with Ambitious Digital Transformation Strategy

Vietnam has unveiled its ambitious National Digital Transformation Strategy for 2026-2030, aiming to become one of the world's top countries in data governance by 2045. The strategy will overhaul the country's data ecosystem with integrated national databases and sector-specific networks, adhering to standardized technical standards.

To improve cybersecurity, Vietnam plans to establish incident warning systems and data protection measures. Additionally, online monitoring tools will be developed for citizens to track how their personal data is being used. The government will also mandate lifecycle management mechanisms for all national databases and critical data systems to ensure data quality and reduce maintenance costs.

As part of the strategy, 50,000 government officials and public sector employees will receive training in data governance, analysis, and utilization through a National Data Governance Training Framework. Furthermore, over 300,000 workers in the private sector will be provided with training in data skills, analytics, and AI applications.

Meanwhile, Vietnam's crypto asset sector has been tightened with regulators enforcing stringent penalties on unlicensed trading and service providers. The new Decree 284/2026 sets fines between VND30 million ($1,141) and VND50 million ($1,902) for domestic investors found to be trading crypto assets outside licensed providers.
