Vietnam's Crypto Fines Kick In, But Retail Enforcement Delayed

Vietnam's Decree 284/2026/ND-CP took effect on September 1, imposing fines of up to VND 200 million and website removal for unlicensed cryptocurrency platforms.

The decree also introduced a fine range of VND 30-50 million for retail users who trade on offshore exchanges. However, the enforcement of this penalty is delayed until six months after the first license is issued.

This means that while unlicensed platforms face immediate fines and website removal, retail traders will have a temporary reprieve from penalties.
