The main sticking points in the bill are stablecoin rewards and a conflict-of-interest provision related to President Donald Trump's crypto business. Democrats want stronger ethics rules, while Republicans have proposed compromises that would allow state attorneys general to enforce these rules.
Negotiations between Republicans and Democrats are ongoing, with Senator Cynthia Lummis stating that she couldn't predict Trump's final decision on the conflict-of-interest provision.
