White House Vows to Push CLARITY Act Through Senate Despite Delay
The White House has pledged to push for passage of the CLARITY Act in September, despite a Senate delay. Patrick Witt, executive director of the President's Council of Advisors for Digital Assets, said that negotiations with Democrats would continue through the August recess ahead of the expected cloture vote on the bill.
The CLARITY Act aims to establish a federal regulatory framework for digital assets, defining when crypto tokens are subject to securities law versus commodities law and overseeing trading platforms at the federal level. To advance the bill, it needs support from at least some Democratic senators, as Republicans hold a Senate majority but fall short of 60 seats.
Two disputes remain unresolved ahead of the September vote: stricter ethics provisions targeting Trump-linked crypto interests demanded by Democrats, and amendments to provisions allowing companies to pay rewards to stablecoin holders pushed by banking industry groups. Witt's statement signals that the White House intends to keep negotiations going through the recess period rather than wait for the Senate to return to session.
