XRP Ledger Upgrade Countdown Begins: PermissionDelegationV1_1 Awaits Validator Support

The XRP Ledger is set to undergo significant upgrades in October, with PermissionDelegationV1_1 and two other proposals - XLS-65 and XLS-66 - awaiting validator approval.

PermissionDelegationV1_1 has entered a 14-day countdown, which will culminate on October 5. To go live, it requires the support of at least 80% of the trusted validators, currently 29 out of 35. However, if the proposal drops below 28 validators, its fate will be sealed.

This upgrade aims to split authority by job, similar to how banks separate payments from compliance tasks. A stablecoin issuer could delegate online compliance tasks while keeping master keys offline, and operations accounts can send payments without being able to change keys or grant access to others.

This is the second attempt at implementing PermissionDelegationV1_1, following a previous version that was rejected due to security concerns. The first iteration checked permissions before signatures, but this led to failed transactions still charging fees. A community tester caught the issue on September 15, prompting validators to reject it.
