The issue was not intended to be racist or offend any particular group, but rather a result of the bank's policy against depicting actual people on the notes. Instead, they opt for 'scenes' that are often bland and meaningless.
Carney explained that it is bank policy to avoid showing identifiable individuals, except for the Queen and prime ministers. This has led to scenes with anonymous people doing nothing of particular significance.
