Bailey Warns AI Risks Must Be Contained Through Testing, Not Regulation
The Governor of the Bank of England, Andrew Bailey, has expressed concerns about the risks associated with artificial intelligence (AI) development. In his first article for Substack, Bailey emphasized that regulating AI is not a priority but rather rigorous testing to identify vulnerabilities and establish safeguards.
Bailey acknowledged that the benefits of AI are immense, but he warned that the pace of progress must accelerate while proceeding with humility. He highlighted the importance of testing AI systems, which will inevitably lead to failures and unexpected behavior.
The bank governor specifically mentioned 'frontier AI,' highly advanced self-learning systems that risk becoming a closed loop without effective intervention. Bailey noted that over time, a formal regulatory framework might emerge, but for now, regulation is not the right place to start.
