Bank of England Appoints New Members to Enforcement Committee
The Bank of England has appointed two new members to its Enforcement Decision Making Committee (EDMC), effective from September 2026. Carlos Conceicao and Alexander Justham will join the EDMC, bringing significant experience in regulatory and enforcement processes. Conceicao is a qualified solicitor and barrister with expertise in global regulatory disputes and investigations, while Justham has over 35 years of experience in financial services, including CEO of the London Stock Exchange.
David Roberts, Chair of the Court of the Bank of England, welcomed the appointments, saying: 'I am delighted to welcome Carlos Conceicao and Alexander Justham to the Enforcement Decision Making Committee. Carlos will bring significant experience of the regulatory and enforcement processes from both a legal and regulatory background. Alexander will provide the EDMC with the practitioner experience and perspective that is so important to understanding complex cases.'
The EDMC's role is to make judgments on contested enforcement cases in various areas, including prudential regulation, financial market infrastructures, resolution, securitisation, wholesale cash distribution, critical third parties, and notes issuance. Members are appointed for a five-year term, with the possibility of reappointment for a second term.
