Bessent's Yen Intervention and Bond Market Maneuvers Send Warning Signals

Treasury Secretary Scott Bessent's intervention in the yen market and changes to debt-issuance guidance have sparked interest among investors. According to Nigel Green, CEO of deVere Group, these moves show Washington's sensitivity to a strained long end of the Treasury curve.

The clearest sign came on July 31 when the US and Japan bought yen after it weakened to nearly 164 per dollar in exchange for selling euros rather than dollars. This was the first US intervention in foreign-exchange markets since 2011 and the first US yen purchase since 1998, according to Reuters.

Bessent also urged the Federal Reserve to increase the capacity of its existing Foreign and International Monetary Authorities repo facility, which allows approved foreign monetary authorities to temporarily exchange Treasuries for dollars. However, any expansion would require a Fed decision.

The second signal came from a change in Treasury's borrowing guidance. In May, it said it was evaluating potential future 'increases' to nominal coupon and floating-rate-note auction sizes. But the August statement replaced 'increases' with 'changes', leaving flexibility for either increases or reductions.
