Canada Labour Code Amendments Aim to Balance Worker Rights with Economic Interests
The Canadian government has introduced a bill to amend the Canada Labour Code, aimed at protecting workers' right to strike while ensuring employers and unions negotiate in good faith. The proposed changes focus on Section 107 of the labour code, which has been criticized for being used by the government to disrupt strikes in various sectors.
Under the new legislation, the jobs minister would need to declare that a dispute is affecting 'the national interest' before triggering Section 107. This declaration could be based on impacts to the Canadian economy and social disruption. The minister would also have to consider a report from a special mediator role being introduced under the legislation.
The government plans to hire additional staff, including 26 workers at the Canada Industrial Relations Board to help clear the backlog of complaints against employers, as well as 100 new health and safety officers to boost inspection capacity.
