Canadian Prime Minister Mark Carney’s government unveiled its budget on November 5, 2026, with a clear focus on reducing reliance on the United States. The budget, dubbed “Masters of our Destiny,” aims to diversify trade relationships and bolster domestic commerce. Finance Minister Francois-Philippe Champagne emphasized that the plan is about changing Canada’s growth model, ensuring resilience regardless of global or U.S. economic shifts.

The budget follows a period of strained U.S.-Canada relations due to tariffs imposed by U.S. President Donald Trump. Despite Trump’s midterm election setback, which saw Democrats gain control of both the U.S. House and Senate, Canada’s trade minister, Dominic LeBlanc, noted that negotiations will still involve Trump’s White House. Senior Democratic Congressman Jamie Raskin expressed optimism about ending tariffs and repairing ties with Canada.

The budget allocates funds for major national projects, including infrastructure for energy production and critical mineral mining. Support will also be provided to workers affected by Trump’s tariffs in sectors like autos and steel. While the opposition may raise concerns about deficit spending, the projected deficit is expected to be lower than the C$78.3 billion forecasted in Carney’s first budget in 2025.

The Bank of Canada raised interest rates in October 2026 for the first time in three years to combat inflation driven by surging energy prices amid the Iran war. The budget’s implementation will also depend on the impact of tariffs, particularly their effect on job losses, according to University of Ottawa political scientist Genevieve Tellier.
