Canadian Prime Minister Mark Carney’s government unveiled its budget on November 5, 2026, with a focus on reducing reliance on the United States. The budget, titled “Masters of our Destiny,” aims to diversify trade relationships and boost domestic commerce. Finance Minister Francois-Philippe Champagne emphasized that the plan is about changing Canada’s growth model to ensure resilience and independence, regardless of global events.

Champagne highlighted that the budget includes support for workers affected by US tariffs, particularly in the autos and steel sectors. The opposition may raise concerns about deficit spending, but the projected deficit is expected to be lower than the C$78.3 billion forecasted in Carney’s first budget in 2025. The budget also allocates funds for major national projects, including infrastructure for energy production and critical mineral mining.

Despite US President Donald Trump’s midterm election setback, Canada remains cautious about future trade relations. Senior Democratic Congressman Jamie Raskin indicated that his party plans to end tariffs on Canada and repair ties. However, Canada’s minister responsible for US trade, Dominic LeBlanc, noted that negotiations will still involve Trump’s White House. Both leaders have expressed optimism about a trade deal, but previous talks in August broke down.

The Bank of Canada raised interest rates in October for the first time in three years to combat inflation driven by surging energy prices amid the Iran war. The budget’s implementation will also depend on the impact of tariffs, particularly their effect on job losses, according to University of Ottawa political scientist Genevieve Tellier.
