Carney Tests Economic Coercion Theory in Trade Dispute with Trump
Canadian Prime Minister Mark Carney is facing off against President Donald Trump in a high-stakes game of economic brinksmanship. Carney had warned that middle powers must resist economic coercion by more powerful countries, and now he's putting his words into action.
The dispute centers around new tariffs imposed by the U.S. on $20 billion worth of Canadian goods, which Canada is retaliating against with dollar-for-dollar measures. Carney said the U.S. introduced language in negotiations that would have restricted Canada's ability to make trade deals with other countries, calling it 'a question of sovereignty.'
Historian Robert Bothwell noted that Canada is uniquely vulnerable to U.S. pressure due to its dependence on the American market. Nearly three-quarters of Canadian goods exports go to the United States, whose economy is roughly 10 times larger.
