ECB Boosts Climate Factor in Collateral Framework
The European Central Bank (ECB) has decided to broaden the use of climate-related adjustments in its collateral framework. This move aims to strengthen the Eurosystem's risk management approach by addressing financial uncertainties linked to the green transition.
The ECB will apply a climate factor to specific eligible credit claims where the borrower is a non-financial corporation. The climate factor will be determined by an asset-level uncertainty score that incorporates three components: a sector-level stress indicator from the most recent Eurosystem climate stress test, the debtor's vulnerability to transition risks, and the remaining term of the credit claim.
The maximum extra reduction in the final collateral value will be capped at 5%. Individual climate factors for credit claims will not be made public. The measure is scheduled for implementation no earlier than the end of 2027, with climate factor values revised on an annual basis to reflect the most current climate-related information.
