ECB Seeks Merchant Buy-In for Digital Euro Pilot Program
The European Central Bank (ECB) has launched a digital euro merchant recruitment drive for its upcoming pilot program, set to begin in late 2027. The year-long testing phase will evaluate various payment scenarios using a non-legal tender beta currency that mirrors the planned digital euro.
The pilot will assess online shopping, mobile transactions, physical retail payments, and peer-to-peer transfers among other use cases. A consortium of 36 financial institutions, including Deutsche Bank, Revolut, and BNP Paribas, has already been confirmed for participation in the testing framework.
To attract sufficient merchant adoption, the ECB may offer reduced transaction processing costs as a potential incentive mechanism. However, securing merchant buy-in represents a significant commercial obstacle beyond technical implementation, with industry experts suggesting that monetary incentives might be necessary to achieve widespread business adoption.
