ECB Sounds Alarm on Artificial Intelligence Risks in Finance
The European Central Bank (ECB) is sounding the alarm on the risks posed by artificial intelligence (AI) in finance. At a recent conference, ECB President Christine Lagarde noted that AI is changing how financial markets function and creating new risks.
Lagarde highlighted three areas where AI poses particular risks: financial market trading, cyber resilience, and geopolitics. In financial market trading, the use of agentic AI, which can make decisions with limited human oversight, may lead to misalignment, where AI agents pursue goals that are not intended by their human overseers.
In cyber resilience, Lagarde warned that the rapid advancement of AI could leave financial institutions vulnerable to attacks. She noted that attackers are using AI to find weaknesses and move faster than defenders can respond. The ECB has warned that the interval between an initial exploit and widespread automated exploitation could fall from weeks to hours.
In geopolitics, Lagarde raised concerns about access to frontier models, which are concentrated in the United States and China. This raises questions about who controls access to these models for European financial institutions. The incident this summer, where a US export-control directive led to an abrupt cut-off of access to a model, is seen as a warning sign.
