EU Banking Strategy Pushes Competitiveness Agenda, But Leaves UK Ties in the Shadows

The European Commission has outlined a new banking strategy that prioritizes EU lenders' global competitiveness and market integration. The plan aims to create a country-blind regulatory framework under uniform EU law, addressing internal market fragmentation as a structural weakness.

The strategy identifies the bloc's lack of genuinely continental lenders as a major issue. Large national banks remain constrained by rules and political interests that discourage cross-border expansion. The Commission is inclined to let the European Central Bank grant regulatory waivers for groups seeking to operate across borders, but this approach is seen as insufficient.

The omission of the UK from the strategy's integration efforts is also a notable weakness. Despite trade in financial services between the EU and UK rising by more than 50% since 2016, the Commission's plan does not address their relationship. Efforts to bring the two financial sectors closer together are suggested, including restoring supervisory equivalence, reducing regulatory barriers, and facilitating staff exchanges and capital mobility.

The strategy marks a significant shift from the long-standing focus on safety alone, but its impact depends on whether the bloc can turn this approach into binding rules. The Commission's recognition of the challenges facing its banking sector is a positive step, but the bloc still needs to overcome political resistance inside the union and address its relationship with the UK for meaningful economic gains.
