EU Opens Door for Canada to Become First Associate Member

European Commission President Ursula von der Leyen has proposed making Canada the European Union's first 'associate member', a new form of relationship between the EU and a non-EU country. Speaking at the European Parliament, von der Leyen said that the EU must 'urgently reimagine our partnerships' amid growing geopolitical and economic challenges.

The proposal would enable deeper cooperation with like-minded partners on strategic areas such as energy, critical minerals, batteries, artificial intelligence, quantum technologies, cybersecurity, and economic security. Von der Leyen highlighted the need for the EU to secure access to critical raw materials, strengthen its energy independence, and develop its own capabilities in emerging technologies.

Von der Leyen also emphasized the importance of restarting Europe's economy, which she said is the EU's 'number one priority'. She pointed to the bloc's large single market, industrial base, savings, and currency as key strengths. However, she acknowledged continued fragmentation in capital markets, networks, and purchasing power.
